The Council will issue all new general needs tenancies from 1 April 2013 as flexible tenancies on five year terms. New tenants will also still have to first complete a 12 month Introductory Tenancy.
The Council has decided to make an exception for sheltered housing properties. These properties will continue to be let on lifetime tenancies.
Tenants with a flexible tenancy will have most of the same rights as current secure 'lifetime' tenants, with the main exception being the fixed term.
All flexible tenancies will be reviewed towards the end of the tenancy period. In the majority of cases we expect there will be no changes and the tenancy will be renewed for another five years. If the tenant’s circumstances have changed, or there are concerns around behaviour, the tenancy may be ended or renewed for a shorter term. In some circumstances a different property may be offered.

We aim to give you more choice in deciding where you want to live. Properties that are available for rent will be advertised each week. The first day of advertising will be on a Friday, the last day will be on a Wednesday.
You will not be able to bid or view properties on a Thursday.
You must then tell us which properties you are interested in. This process is known as bidding. You may only bid for a property if your application has been accepted onto our housing register. Your 'bid' must be registered by midnight on a Wednesday. You will be able to bid for up to three properties each week.

As you may already know we are also working in partnership with three other authorities – Epsom & Ewell, Mole Valley and Reigate & Banstead – on East Surrey HomeChoice.
The aim of East Surrey HomeChoice is to help housing register and transfer applicants apply for social rented homes in any of the four East Surrey areas.
Up to ten percent of all social rented homes that become available each year will be advertised as East Surrey HomeChoice properties and be available for moves across the council boundaries.
This scheme works in much the same way as Tandridge HomeChoice. Available properties are advertised weekly and eligible applicants will be able to bid for these homes. You will see these properties listed as ‘Sub-regional CBL’ when you search for properties on the Tandridge HomeChoice website or in newsletters.
